What is HEAP?
The Home Energy Assistance Plan (HEAP) offers a one-time
payment towards your gas or electric utility bill. The amount of your payment
depends on how many people are in the home, the total household income, and the
primary heating source in your home. The one time credit is applied directly to
you utility bill or forwarded to your fuel vendor. Applications for the
2011-2012 HEAP program are accepted between August 1, 2011 and May 31,
you were eligible for HEAP last year, applications will be mailed to you.
Emergency HEAP (E-HEAP) aka Winter Shut Off Rule
E-HEAP allows individuals who are disconnected, facing disconnection, or have less than a 10-day supply or less than 25 percent supply of bulk fuel in their tank to receive $175 to restore or maintain their utility service. NO INCOME GUIDELINE applies.There are two points to be aware of:
1. If you have the $175, you can pay on your own. You must make a payment arrangement on your balance. 2. If you don't have the $175, your local community action agency may assist you (as funds are available) AND you MUST sign up for PIPP or another payment plan to receive those funds.
To apply for HEAP:
sure you are income eligible. To apply for HEAP, you must be at or below 200%
of the federal poverty level.
