Steps in participation 1. Ask your PHA if it is considering making a RAD application. 2. IF YES, ask how tenants can be involved in the process even before the mandatory participation period begins 3. When tenants receive notice of a RAD proposal, start negotiating 4. Monitor the process. RAD projects can undergo lots of changes as they are considered by HUD. This is a new process and many times "deals" will undergo many changes before they are approved.
